No, this is not Rudyard Kipling’s Kaa, but he does have a hypnotic look. Actually, it’s just basking in the sun, mildly annoyed, maybe thinking about fleeing.

Are the snakes out in your area? I haven't seen any yet here in north CA. but would think it is warmer here than back east where you are.
