The end of the season

This is the end of the season. This houseboat is being brought in from the Annisquam River to the inner harbor for the winter.

got me wondering if I could have the same house in austria and in the caribbean. Would a house need a special permit to be pushed across the caribbean, then the atlantic, through the mediterranean, up the danube, up the inn and then in to Tirol? I cannot quite figure it out ... there is movement and so with others I guess the house is being moved... but the boats confuse me... one is moving, while the other appears parked?
